The single number IRCC uses to compare every test
Every IRCC-recognised language test produces its own raw score. IELTS uses bands like 7.5, CELPIP uses levels like 9. IRCC converts each raw score into a CLB level: a single number from 1 to 12 that works across all tests on equal terms. CLB is what actually drives your CRS.
CLB scale: key thresholds
CLB 4
FST minimum for reading and writing. CEC needs CLB 5 or 7 by TEER. FSW needs CLB 7.
Below CLB 4 in any skill and you cannot enter Express Entry. Core language points begin at CLB 4-5. No single program accepts CLB 4 across all four abilities: Federal Skilled Trades needs CLB 5 speaking/listening.

FSW language threshold
CLB 7 in all four abilities meets the Federal Skilled Worker language minimum, and it's where skill-transferability points kick in (+25).
CLB 9
Strong: top transferability tier
At CLB 9+ in all four abilities, skill-transferability points hit their maximum (+50 instead of +25). A common target for a big CRS jump.

Full first-language points (34 per ability, 136 total) are awarded at CLB 10+.
How your test score becomes a CRS number
You sit a language test
IELTS gives you a band (e.g. 7.5). CELPIP gives you a level (e.g. 9). Each test has its own scale.
Your score converts to CLB
IRCC maps each raw score to a CLB level per skill. Listening, Reading, Writing, and Speaking are converted independently. An IELTS 7.5 in Listening = CLB 8.
CLB determines your CRS points
The CRS formula uses your four CLB levels to calculate language points. Going from CLB 7 to CLB 9 in all four skills can add 50+ CRS points, often the margin between an invitation and a miss.
These are the official IRCC band-to-CLB cutoffs. Every CLB level here maps to an exact CRS point value. The higher your CLB, the higher your CRS.

Both IELTS and CELPIP are fully IRCC-recognised for Express Entry and all provincial nominee programs. The right choice depends on your learning style and test-taking preference, not the test's reputation.
